Detention Committee

Efforts are underway to rejuvenate the Detention Committee by acquiring membership representation from all 16 detention facilities in the state.  The committee met at both 2004 conferences.  Many Detention Committee members, along with various Probation Directors and AOIC staff, were participants at a Juvenile Detention Managers’ Retreat that was held at Starved Rock in January 2004 for the purpose of developing a mission statement and planning for the future of Illinois Juvenile Detention.  The retreat was an invigorating experience for participants, and it resulted in the following mission, vision and core values for Illinois Juvenile Detention:

Following a presentation provided by Steven Kossman at the Spring 2004 Conference, the CMO Committee voted unanimously to endorse the detention mission, vision and value statements as drafted at the January 2004 retreat.  The Detention Committee will continue to work to further promote this effort in jurisdictions state wide.  Additionally, focus will be placed upon developing training tracks for IPCSA conferences that directly relate to the work performed by juvenile detention staff.  Tom Ambrose of UIS Institute for Legal, Administrative and Policy Studies, provided Detention Committee members in attendance at the fall conference with an overview regarding a newly designed on-line training program.  Detention officers will be required to complete the program prior to attendance at Detention Basic training.  A follow-up meeting between detention administrators, AOIC and Tom Ambrose was held in Springfield on September 13, 2004, and the first on-line class was piloted prior to the Basic training which was held the week of October 4, 2004.

There are numerous issues and initiatives in which the Detention Committee will be involved.  During the coming year there will be at least four Committee meetings, two of which will be held in conjunction with the IPCSA conferences and additional meetings in December and June. A meeting will be held the first week of December 2004 at the Champaign County Juvenile Detention Center, with the specific date to be announced.

 Training Track

        Developing a training plan-discussed at last meeting

        Detention Basic Training- Tom Ambrose spoke about the new online training that

        new officers will be doing prior to attending basic, more information is to be given

        at the Sept. 13th meeting on the new training.

        Discussed the suggestion that the portions of Detention Basic that may be site

        specific being left to the individual facilities to train their staff

 Legislative Updates

 Few in attendance at the committee meeting appeared to be current with their knowledge of the status of pending legislation that impacts juvenile justice.  Therefore effort will be made to work closely with the legislative committee to bring the detention community up to date regarding the status of house bills moving through the General Assembly.  The potential impact of HB4610, which increases the age of juvenile jurisdiction from 17 to 18 years of age, and its potential impact to the juvenile detention facilities in the state was discussed.

   Program success measurement – Discussed- suggested that AOIC come speak to the

   group about the ways to measure program success

    Screening Instrument- Discussed- suggested that after the September meeting of the

   screening committee more information may be available and maybe AOIC could speak

   to that to the group as well

IPCSA Detention Committee

Annual Plan for 2005

 Committee Purpose:

 To provide a forum for detention practitioners to share information; to promote issues of mutual concern with regard to facility operations; and to enhance services to juveniles under the jurisdictions of the courts.

 Review of 2004:

 Initiative underway to revitalize the detention committee

 Objectives for 2005:

 1.         Recruit committee membership from all 16 detention facilities in Illinois.

 Continue to structure and  organize the committee.

 Work with legislative committee to inform detention committee members and detention community about legislation that impacts juvenile justice.

 Work in collaboration with the Administrative Office of Illinois Courts.

 Work in cooperative effort with Illinois Juvenile Detention Alternatives Initiative.

 Continue to promote the Illinois Detention Mission, Vision, and Core Values created January 2004, endorsed unanimously by IPCSA CMO Committee at March 2004 spring conference.

 Promote initiatives that improve the delivery of juvenile detention services.

 Contribute articles for Outlook and IPCSA website.

 Develop and promote training track for IPCSA conference, specific to detention practitioners. Continue a collaborative working relationship with the University of Illinois Institute for Legal & Policy Studies.

 Hold at least four detention committee meetings during the year, one at each IPCSA conference and additional meetings in June and December.  June and December meetings will be held at two different detention facilities to allow members to visit facilities.

 Establish purpose and focus that will keep the detention committee active and meaningful to membership and IPSCA.
