increase does include staff but not new detention bed space. The Supreme Court Budget for Probation at this time is including a 4% Cost of Living increase and a 4% increase to catch up from previous years for probation. Mr. McCabe expressed his appreciation to Judge Thomas for his comments on probation when presenting the budget to the legislature. The comments have been posted on the website. Juvenile Interstate Compact has passed the Senate. The hope is to raise appropriations to more counties to begin using 4E funding which is a no-strings-attached federal funding for juvenile services. Spoke briefly on the proposed SLEP Bill and encouraged everyone to contact their Legislators and Speaker Madigan’s - office especially those departments that have unions. He encouraged everyone in general to speak with their legislators about the bills that will effect our profession.
Membership Committee: Presented by Christine Actipes. Membership has increased for the Association. The committee is working on a video that will be presented at all basic trainings provided by AOIC to recruit new members. She stated that the committee is in need of new members.
Nomination/Election Committee: Presented by Frank Morelli. Nominations were opened up on the floor for the following:

Region 1 Representative – Mary Nadolny of Cook County was nominated by Rollie Thomas of Adams County
Region 3 Representative – Todd Dillard of Morgan County was nominated by Kathy Rubinkowski of Sangamon County
Pre-Trial Committee: Presented by Anita Maxey, co-chair. Membership is growing. The committee is currently evaluating the surveys that were sent out by AOIC. The results of the survey will help in the development of training.
Program Committee: Presented by Jodi Blair. She thanked the committee for all the help at this conference and the hotel for their service. She expressed praise and thanks to McLean County for hosting and doing a fantastic job on the conference. The committee is always looking for new ideas for training. Please contact a committee member with any suggestions. She hopes to see everyone in Collinsville.
Resource Committee: Presented by John Owens. There were 28 vendors/exhibitors at this conference and he expressed his thanks to all of them.
Specialized Sex Offender Committee: Presented by Steve Goytia. 14 members attended the meeting. The committee discussed the House and Senate bills that are pending that could affect sex offenders. Those bills included increased reporting for sex offenders, increasing the distance sex offenders can live by schools, parks, and daycare facilities, and juvenile registration. With juvenile registration, they also discussed how juvenile courts are dealing with sex offender cases because of the juvenile registration. The Adam Walsh Act sets new Federal Sex Offender Registration Standards to be implemented by July 2009 in all states was discussed. The image scan workshop put on by the FBI went well and the committee is looking at repeating it again at the fall conference in Collinsville as well as a workshop dealing with both female and male juvenile sex offenders and how families are handling it. The next meeting will be at the fall conference.
Substance Abuse Committee: Presented by Tracy Burke-Carriere, co-chair. She expressed thanks to all members of the committee for their continued hard work and dedication to promote the goals, provide information distribution, interagency cooperation, and workshop development. In addition to their information handout table the committee sponsored two workshops at this conference, Meth Addicts and Scare Tactics. They are in the process of developing workshops for the fall conference. Please contact Judi Nystrom at AOIC or Tracy with any suggestions for topics. They will again have their silent auction at the fall conference. With April being Alcohol Awareness Month, a quiz was given at their table at this conference. For everyone who participated, their name was entered in a drawing. There next meeting Wednesday, August 15, 2007 at Chestnut Health Systems in Bloomington.
Technology Committee: Presented by Jen Sullivan. They have been able to recruit a few members and are looking for more to join. They are planning for a presentation on topic of GPS tracking of offenders for the fall conference.
Victims Concerns Committee: Presented by Sharon Lawrence. Dan Smith has been named as the new co-chair. She also announced April 22–28, 2007 is National Victim Crimes Witness Week.
Old Business: None
New Business: President DeLair requested that evaluations in the packet be filled out and returned. We are interested in what you have to say to improve future conferences.
He also announced that Ron Schaffer of St. Clair County will be retiring after 31 years of service with the last 17 years as CMO. The Association wishes him the best.
