Detention Committee Meeting Minutes

Meeting at  Rockford

Meeting Participants:  Approximately 20 attendees representing the majority of Illinois Juvenile Detention facilities

Welcome/Introductions

JDAI Partners

  • Connie is a new partner member.
  • Discussed possible impact on Detention—Youth Law Center standards as a benchmark
  • Discussed Symposium to be held at Rend Lake—will discuss expectations of standards and visions
  • Connie and Theo working on planning the symposium
  • Annie Casey Foundation may fund the symposium—no funds for programming/expectations
  • Theo—objective to incorporate evidence based practices in Detention
  • Discussed Illinois DOC standards for Detention—DOC is reportedly going to take section by section and call group back to go over again
  • Noted that some facilities have had DOC inspections this year and some have not.

Legislative Committee Update

  • SB458—Third reading and vote by Friday, April 15th
  • Kane Co. adopted a resolution in opposition of SB458.
  • Discussed the possible impact of SB458 on different facilities
  • Agreed that overall philosophically the majority was not opposed to raising the age from 17 to 18; however, due to concerns about the financial impact the majority of facility representatives would oppose the passage of that legislation.

Re-Deploy Illinois Update

  • McLean County has an agreement with Macon County to house juveniles that would have otherwise been sent to DOC for an evaluation, but Macon has not utilized this agreement yet.
  • Connie will attempt to gather more information on the status of Re-Deploy

Scoreable Detention Screening Instrument-Committee Activity Update

  • A small group met with AOIC and looked at the Detention Screening Standards —The National Council on Crime and Delinquency is assisting with data collection and analysis to look at the gap between protocols and who is being detained.
  • Phil Stevenson from the Authority is also assisting and there are plans to reconvene the  group and put out standards related to detention screenings  by July 1st.

Detention Basic Training

  • May 16 – 20th
  • CD s to be mailed this week

State Funding/Staffing

  • Discussed the reduction of state funding and expectations for next year
  • Discussed the procedure for hiring due to the hiring freeze

1.       Call your Field Coordinator

2.       Communicate staffing needs and justification

3.       Field Coordinator makes a case to Jim and provides recommendations

4.       Jim takes to the Director

  • Question: Have positions been filled since the hiring freeze?  Answer:  Yes
