CHAPTER IPCSA Business
Meeting Minutes
Fall Conference
October 20, 2006
Peoria, IL
Call to Order:
President Torchia called meeting to order at 8:55a.m.
President’s Message:
President Torchia expressed his appreciation to the Executive Board for their
support and acknowledged Carol Gierut for her work behind the scenes as the
association executive assistant. He recognized Jody Blair, Sara Spang and the
Program committee for their hard work on putting the conference together. He
thanked the staff of Peoria County for their efforts in hosting the conference
and presented a plaque of appreciation to Karen Grove who accepted on behalf of
Peoria County. A special thanks was extended to John Owens and Margie Gilmore
in their efforts in securing vendors for the conference. President Torchia
thanked the JDAI Partners for their support with the association and their
contributions to the conference. In addition, President Mike Torchia thanked
the CMO’s and members for their attendance at the conference. We presently have
902 members in the association and President Torchia encouraged counties to
support new membership.
Approval of Minutes:
Motion made by Tracy Burke of Bureau County to approve the Spring 2006 Business
meeting minutes, seconded by Mike Campbell of Sangamon County; motion carried.
Charity Contribution:
$500.00 was donated to the Peoria Rescue Ministries which is a 24 hour men’s
mission that helps Probation and Parole clients.
Election Results:
John McCabe announced the election results. The
following are the new officers.

Congratulations was extended to
all the new officers.
IPCSA Website:
President Torchia reminded the membership that the IPCSA website continues to
offer valuable information and asked the membership to bring to his attention
any additional information they would like to see on the website.
Future Conferences:
President-Elect Sid DeLair reported that the following Conference dates and
locations have been set:

Treasurer Report:
Mike Carey advised the membership that IPCSA assets total approximately
$62,000.00.
Legislative Report:
Presented by John McCabe. He reported that he will be working with Phil Dailing
and his subcommittee of the CMO Committee to further explore the fiscal impact
to probation departments in regards to the legislature proposed to increase the
age of delinquency to 18. He acknowledged Sid Delair and Scott Summers in
addition to others from probation departments throughout the state that recently
testified to the House Judiciary subcommittee in regards to sex offenders
issues. From this testimony, the legislative committee members are considering
solutions suggested including the exploration of a tiered system of response
directed at the risk of the individual sex offenders. He updated everyone on
the status of the Title 4E monies to help cover cost of juvenile services up to
50%. The budget was increased to 5 million but additional counties were not
added. It is the hope next year to be able to increase the number of counties
that can access the funds.
COMMITTEE REPORTS
Frank Morelli, Representative
Chair, recognized and Scott Summers and Jerry Cabetto, co-chairs of the sex
offender committee and Vince Murphy, co-chair of the CMO committee for their
service as chairs of their committees. They will be stepping down from their
positions.
Awards Committee:
Dave Beery thanked everyone for the award nominations
submitted. The winners were well deserved of their
award. He encouraged everyone if
their nomination was not selected to submit their
name again next year.
CMO Committee:
Presented by Sid Delair. Detention Reform (JDAI) and the partnership of IPCSA
with the JDAI Initiative was discussed with the CMO’s. Sid Delair outlined the
IPCSA Executive Board goals that have been discussed and committed to with the
JDAI partners. They are as follows:
1.
Training
-
For Executive Board - the board
will be educated on the JDAI Initiative by the end of November by attending the
JDAI site visit in Chicago

For CMO’s – CMO’s will be
educated on the basics of the JDAI Initiative through three Regional Trainings
provided by the IPCSA CMO Committee.

For Detention Staff and Probation
Officers – Provide training workshops during the conferences held in the Spring
and Fall
2.
Educating on the importance of
being involved with the JDAI Initiative with members of the association by
covering the topics on the “Top 10 reasons why Jurisdictions should implement
Juvenile Detention reform”
3.
Identify a specific Board Member
to be liaison to both Partner’s Group and
the
Detention/JDAI Committee – Kim Becker from the
Executive Board was named the liaison.
4.
Engage the Detention/JDAI
Committee on pointed discussions and requesting their feedback on issues
related to detention reform

5.
Executive Board will play a more
directive role with committees requesting
them to
reach conclusions on issues presented to them and refer their decisions
back to
the Executive Board
In addition, the committee
heard from Cheryl Barrett, AOIC, who expressed their commitment in working with
CMO’s and the JDAI Initiative. John McCabe gave the Legislative update and
Justice Benefits Inc. gave an update to the committee on the status of the Title
IV – E Monies .
Detention/JDAI
Committee: Presented by
Connie Keiser. The committee met and discussed, examined, and redefined the
committee’s role, particularly as it relates to the JDAI Initiative.
Association President Sid-Delair was in attendance to address the committee on
behalf of the Executive Board. Sid Delair explained that utilization of the
IPCSA committee system might be the best way to promote the JDAI Initiative in
Illinois. He further pointed out that the collaboration will present the
opportunity to strengthen IPCSA, attract new members and resource dollars to the
organization and the profession. He urged the committee to take advantage of
opportunities to discuss issues and to take a legislative position and have a
meaningful impact on issues that relate to detention and the probation
profession. Carmen Casas, The JDAI Coordinator for Cook County has offered to
partner with the committee to share her expertise and provide information
regarding the initiative. The committee has already reaped the benefits as many
superintendents and their CMO’s were provided scholarships through JDAI and the
Annie Casey Foundation to attend this conference and gained a greater
understanding and appreciation for detention reform. The committee is
supportive of JDAI’s core strategies and will continue the work in promoting a
healthy juvenile justice system in Illinois. Kim Becker will serve as the
liaison between the executive board, the JDAI Partners and our committee. A
meeting will be set in the near future as much work needs to be done to draft a
meaningful and intentional work plan. The committee also extended their best
wishes to Lousie Loud who will be retiring.
Pre-Trial Committee:
Presented by Keith Cooper. The first Illinois Pre-Trial Survey has been
tabulated with the help of AOIC. The committee hopes to put information into a
power point presentation to get results out to everyone.
Domestic Violence
Committee: Presented by
Linda Hart. Linda expressed thanks to Joannie Gilbertson. They are in the
process of recruiting new membership. The committee is spending some time in
looking at DV specialized tools to use in conjunction with the LSI-R. Their
next meeting will be January 8, 2007.
Gender Responsive
Committee: Presented by Ava
Carpenter. They are in the process of recruiting new membership. The committee
will be developing a resource directory. Their next meeting is set for February
16, 2007. Ava announced that the committee will be doing a craft show at the
Spring Conference in Bloomington.
Membership
Committee: Presented by Christine Actipes. Their
focus continues to be retaining current membership while recruiting new
members. The membership is up by 100. The committee is providing a booth at
all basic trainings provided by AOIC to recruit new members. The committee is
working to have a link on the website in which members can submit their
membership application.
Program Committee:
Presented by Jodi Blair. She thanked her committee for all the help at this
conference. She welcomes any new members that would like to join the
committee. They will be starting to plan for the next conference immediately.
Resource Committee:
Presented by John Owens. There were 26 Vendors at this conference and expressed
his thanks to all of them.
