Meeting
October 21, 2005
Decatur, Illinois
Call to Order:
President Torchia called the meeting to order at 8:50 a.m.
President’s message:
President Torchia thanked the staff of Macon County for hosting the conference.
He recognized Jody Blair and Sara Spang as co-chairs of the program committee
and thanked them and the committee for their hard work in putting together the
conference.
Meeting Minutes:
Motion: Mike Miller, Macon County, moved to approve the business meeting
minutes dated April 15, 2005. Motion seconded by Mike Hughes, Coles County;
motion carries.
Charity Donation:
$500 was donated to Project Success, based on money raised at the conference.
Project Success is an
organization that works with kids at risk for dropping out and having behavior
problems.
Exec. Board Members:
President Torchia recognized Allen Nance for his work on the board, since he
resigned and took a position in San Francisco. He announced the appointment of
David Beery, DeWitt County, for this position.
Elections:
Secretary, Sandra DeNicholas; Treasurer, Michael Carey; Region I, Mary Nadolny;
and Region III, Tod Dillard. The positions of President-Elect, Statewide Rep,
and Region II Rep. will be up for election in 2006.
Treasurer Report:
Given by Mike Carey. Reported we have $60,000 in assets. He thanked those who
participated in the raffles.
Committee reports:
Awards Committee: Sandra DeNicholas, 18th
Judicial Circuit, encouraged members to join the awards committee, which meets
once per year. Congratulated the recipients of this year’s awards.
CMO Committee:
Vince Murphy, Winnebago County, stated Jim Grundel, AOIC, announced his
retirement. Legislative reports and discussion regarding pending legislation
took place. The CMO committee agreed to develop a CMO research committee and
encouraged members to participate. Phil Daling is the chair of this committee.
Day/Evening
Reporting Center Committee: Bill Manley, Sangamon County, reported
four counties interested in starting programs have contacted them.
Domestic
Violence Committee: Joni Gilbertson, Woodford County, reported their
committee is planning on sending a letter to CMO’s to encourage membership and
participation in this committee.
Membership
Committee: Ryan Kilduff, 4th Circuit, stated they are still
very active in recruiting new members. They are finishing the promotional
video. Ryan encouraged members to join committees and be active members of the
Association. The membership brochure has been updated and they are considering
update a website.
Pretrial
Committee: Anita Maxey, Macon County, recognized Keith Cooprider as
co-chair. They plan to send surveys to pretrial units around the State to
obtain information on different aspect of programs. Anita encouraged
participation in this committee. The long-term goal is to have trainings at
conferences.
Program
Committee: Jody Blair, 18th Judicial Circuit, thanked the
staff of Macon County for hosting conference, program committee members for hard
work, and the staff at the hotel for their services. Jody encouraged committees
to develop workshops and asked participants of the conference to fill out
conference surveys. The next meeting will be held at the DuPage County
Detention Center on November 18.
Resource
Committee: John Owens, Kane County, thanked the 29 vendors.
Sex Offender
Committee: Joe Howe, Tazwell County, announced Scott Summers stepped down
as co-chair after being appointed to the SOMB. Steve Gotier took over as
co-chair. They are focusing on new legislation in managing sex offenders.
Substance Abuse
Committee: Tracy Burke, Bureau County, announced $300 would be donated
to IDEA from the silent auction. She announced the winner of the trivia
contest. The committee will be sponsoring the 7th annual 3D month –
send in applications to her attention by March 15, 2006. The next meeting will
be at the Bone Center at ISU on December 14, 2005 at 10:00 a.m.
Technology
Committee: Jennifer Sullivan, Kendall County, announced their goal is to
set up workshops and obtain vendor sponsorship.
Victim Concerns
Committee: Gary Balgemann, 18th Circuit, thanked program
committee for keeping victim’s needs on the forefront. He encouraged
departments to communicate with victims. Gary stated the committee is committed
to identifying ways of being responsive. The next meeting will be held in
Bloomington on the 3rd Thursday in January. The 3rd week
of April is National Crime Victims Week.
Legislative Report:
John McCabe announced the next session will be looking
at new Interstate Compact for juveniles, the oversight regarding Probation
collecting DNA fees, and new sex offender residency and legislation regarding
juveniles. Gary Balgemann, the chair of the Victim Concerns Committee is
drafting legislation as well. SB 458 seeks to change the age of juveniles from
17 to 18. Initially IPCSA took a supportive position of this bill, however,
this position changed to neutral until we collect more information.
Recognition:
President Torchia recognized Ed Swies for his dedication and support of the
Exec. Board and presented him with a clock and gift. Swies thanked the
membership and board. Joanne White, director of LaSalle County Detention, was
recognized and approved for honorary membership.

to Adjourn at 9:45 a.m. by Sandra DeNicholas, 18th Circuit. Motion
seconded by Peter Jordan, 18th Circuit; motion carries.
