President VanDyke welcomed everyone at 8:55 a.m.

President VanDyke introduced the Executive Board members and
thanked participants for attending the conference. She thanked the hotel staff,
Program Committee chairs, Resource Committee and other committee chairs for
their hard work. Also thanked Carol Gierut for her work as Executive
Assistant.

State Senator Barach Obama (D) voiced support for our terrific
efforts in Probation. He stated we need to have an infrastructure in place to
give people a second chance and figure out ways for reintegration even though we
are facing budgetary constraints.

Stacy Raco, Cornell Interventions, announced there is a statewide
referendum “Treatment on Demand,” of which Sen. Danny Davis has supported, which
allows for immediate response to substance abusers that want help. They are in
need of 300,000 signatures.

Motion by Jody Leiby, Rock Island County to approve the business
meeting minutes dated September 12, 2003, seconded by Gary Jakabowski, Cook
County; motion carries.

Directories were made available to those counties that had
representation at the conference. The rest will be mailed.

Treasurer Report, given by Mike Carey: Approximately $110,000 in
assets at this time.

Fall Conference Announcement: September 1-3 at the Sheraton in
Chicago. This will be a multi-disciplinary conference with three tracks
(Judiciary, Probation/Parole, and Service Providers). A pre-conference flyer
will be mailed in April. President VanDyke encouraged everyone to promote the
conference among a variety of professionals with whom we work.

Elections Report, given by Frank Morelli: Called for nominations
for the three open positions (President-Elect, Statewide Rep, and Region II
Rep), however, no nominations were given. Those interested in running for the
board need to submit a letter of intent to Frank Morelli or Ed Swies by June 1,
2004. Voting ballots will be mailed in June and voting will take place at the
Fall Conference as well.

Donation/Raffle: $600 was presented to Dee Nelson, founder of
Positive Options, Referrals and Alternatives. Ms. Nelson thanked the
Association for the contribution and explained the services available at PORA.
At PORA, female survivors of prostitution can receive education on HIV, AIDS,
and STDs, attend life skill groups, and there is a 6-bed residential component
with schooling and employment assistance. Participants need to make a 12-18
month commitment.

Legislative Report, given by John McCabe: Expressed support for
Sen. Obama because of his dedication and support to Probation and Court
Services. There was a budget hearing on March 25, 2004, to seek 4% increase in
grant and aid line item. The decision to give $10 of Probation to Sex Offender
Management Board may be revisited by the Attorney General’s Office. Lifetime
supervision of sex offenders is no longer being considered.

Frank Morelli, Representative Chair, explained his role as the
liaison between the Executive Board and the committees.

Awards Committee Report, given by Sandra DeNicholas, 18th
Circuit: Encouraged members to make nominations and participate on the
committee if interested. Also announced the new award, The Leadership Award,
which will be given by IPCSA and the University of Illinois, Springfield to an
evidence-based program that can show positive outcomes.

CMO Committee Report, given by Vince Murphy, 17th
Circuit: At the CMO meeting, the new AOIC mission statement was given as well
as an update on their collaboration on the NIC project. Juvenile detention
centers will take a heightened priority on AOIC’s training agenda. AOIC is now
managing the JDAI grants. Detention committee presented their values/mission
statement and received support from the CMOs. Legislation was also discussed at
the meeting. An Intrastate Compact workgroup has next meeting in Bloomington on
April 27, 2004 from 10-2 at 200 W. Front Street.

Public Service Committee Report, given by Mike Miller, Macon
County: They are considering sending a mass mailing to encourage more
participation across the state on their committee. Also working on a training
for the Spring 2005 Conference. Thanked Jody Leiby for her work as chair, as
she is leaving the committee.

Day/Evening Reporting Committee Report, given by Ben Manley,
Sangamon County: Their committee is celebrating its one-year anniversary this
month. They have met all of their goals and completed a mission/vision
statement. The committee sent out a statewide survey to gather information for
a resource manual regarding different day/evening reporting centers.

Detention Committee Report, given by Terry Moore, Sangamon
County: They are working on rebuilding the infrastructure of their committee
and want to develop trainings for the conferences. Mr. Moore thanked the CMO
committee for their support of the committee’s mission and vision statement.

Domestic Violence Committee Report, given by Linda Hart, Cook
County: Encouraged people to contact her to join the committee. They are
researching specialized assessments for DV offenders and going to propose a
training for the Fall Conference.

Gender Responsivity Committee Report, given by Tracy Phillabaum,
18th Circuit: They will be giving the Program Committee their ideas
for trainings. This was the first year the committee organized a craft sale,
with crafts made by girls in detention facilities. They raised $415, which was
given to a DV shelter in Sangamon County.

Membership Committee Report, given by Ken Burn, Whiteside County:
They have two ongoing projects: the new member reception and student intern
program. There were interns from Tazwell and Sangamon Counties at this
conference. The committee is finalizing a promotional video as well. They
continue to brainstorm ideas on how to maintain current membership and recruit
new members.

Pre-Trial Services Committee Report, given by Frank Morelli, Lake
County: The committee is collecting data on pre-trial services programs
statewide. Also working on securing Judge Bruce Beaudin as a possible speaker
at a conference.

Program Committee Report, given by Jody Blair, 18th
Circuit: Thanked everyone for participating in this conference and thanked
Sangamon County for their hosting it. Encouraged everyone to attend the Fall
Conference in Chicago and for committees to continue developing training ideas.

Sex Offender Committee Report, given by Jerry Cabetto, Madison
County: At their meeting, they discussed mandatory PSIs for sex offenders and
polygraph issues. Received input from pilot sites (Madison, Cowles, Sangamon)
on dealing with sex offenders. Dave Gasperin, AOIC, discussed future trainings,
as 40 hours are required each year. Also discussed legislation that is pending.

Substance Abuse Committee Report, given by Tracy Burke, Bureau
County: The 5th annual 3D contest had five counties participate
(Effingham, Sangamon, Henry, Cass, and Rock Island). Rock Island County won the
contest and $100 will be donated to the agency of their choice. They had
carnival games set up with the vendors at this conference. The next meeting is
on June 16, 2004 at 10:00 a.m. in Champaign County.

Victim Concerns Committee Report, given by Gary Balgemann, 18th
Circuit: Ten out of the 20 members attended their last meeting to share
information and discuss BARJ initiatives. The next meeting will be held at the
Law and Justice Center in Bloomington on June 24, 2004 at 10:00 a.m. A
directory of services available to victims can be obtained from Dan Smith, 18th
Circuit or Ron Elias, McHenry County.
