Meeting
April 15, 2005

Call to Order: President
Torchia called the meeting to order at 9:03 a.m.
President’s message:
President Torchia thanked the staff of Winnebago County for hosting the
conference. He recognized Jody Blair and Sara Spang as co-chairs of the program
committee and thanked them and the committee for their hard work in putting
together the conference. President Torchia acknowledged Carol Gierut for her
work behind the scenes and thanked the Executive Board for their support. He
also recognized the substance abuse committee and gender-responsive committee
for their fundraising efforts, and the resource committee for organizing the
vendors. President Torchia encouraged members to provide feedback about the
conference in order to improve future conferences. Announced the fall
conference will be held in Decatur on October 19-21.
Charity Donation: $500
was donated to the Blackhawk Boys and Girls Club, based on money raised at the
conference. $250 was donated to the Avon Breast Cancer Research Foundation,
from money raised from sponsoring the Cubs game.
Golf Outing:
Presented by Ed Swies. The golf outing was held at the Timberpoint Golf Course
on April 12. 20 golfers started the day, but only 7 finished due to the extreme
weather. The winning team with a score of 3 under par was Kevin Johnson, Ken
Burn, Steve Goodwin, and Mark Raskie. Gary Jakobowski won closest to the pin
and Larry Stapleton won longest drive. Thanks to Vince Murphy and the golf
committee.
2005 Goals: Motion by
Jody Lieby, seconded by Don Johnson, to accept the 2005 goals; motion carries.
Website: President
Torchia reminded everyone to access the website for important information and
announcements. Thanks to Sandy DeNicholas and Andrew Ziola for their help
updating the site.
Elections: Frank
Morelli announced the 2006 positions and qualifications to run for office.
Nomination for Sandra DeNicholas as secretary made by Pete Jordan, seconded by
Mary Nadolny. Nomination for Mike Carey as treasurer made by Tracy Burke,
seconded by Christine Actibes. Nomination for Mary Nadolny as region I
representative made by Linda Hart, seconded by Renete Reichs. Nomination for
Todd Dillard as region II representative made by Kathy Rubinkowski, seconded by
Carol Gierut. Election ballots will be in the summer newsletter.
Treasurer Report: Given
by Mike Carey. Reported we have $50,000 in assets.
Committee reports:
Technology Committee: A petition to begin this committee was inside the
conference materials. Motion by Judi Craig, to endorse this committee, seconded
by Wiley Szuberla; motion carries.
Awards
Committee: Sandra DeNicholas, 18th Judicial Circuit, encouraged
members to join the awards committee, which meets once per year. Nomination
criteria and forms will be mailed at the end of May.
CMO Committee:
Vince Murphy, Winnebago County, stated the goals of the committee are to be
active participants in legislative issues and participate on the Intrastate
committee.
Day/Evening
Reporting Center Committee: Bill Manley, Sangamon County, reported
they compiled information about reporting centers around the state, which they
would like to organize as a booklet to be disseminated at the Fall Conference.
Detention
Committee: Connie Kizer, Champaign County, stated they are attempted to
revitalize this committee. They met in Champaign in December and at this
conference. The committee is planning to hold a detention symposium in June
regarding detention center reform and standards, which will focus on ways to
bring Cog. and EBP to detention centers. The committee supports Senete bill
458, but there are concerns about the financial impacts.
Domestic
Violence Committee: Linda Hart, Cook County, reported their primary
focus is developing training workshops. Their goal is to increase their
membership—the next meeting will be held in July. They are looking to
co-sponsor a national speaker with AOIC. The committee would also like to
provide research information to the State.
Membership
Committee: James Collinet, Cook County, stated IPCSA has 934 active
members. The committee is working on a documentary. Three interns attended
this conference, and 15 new members attended the reception. The membership
brochure is being updated.
Program
Committee: Jody Blair, 18th Judicial Circuit, encouraged
members to send training ideas to the committee. Announced the Fall Conference
dates. The next program committee meeting is on August 19, 2005 in DuPage
County. Thanked Bill Vedra, who organized the raffle, Winnebago County
Probation for hosting, Karen Spencer for organizing the bowling outing, and the
Clock Tower staff. Honored Renete Reichs, who retired from Cook County after 35
years of service.
Resource
Committee: John Owens, McHenry County, thanked the vendors.
Substance Abuse
Committee: Tracy Burke, Bureau County, announced the participants and
winner of the 6th annual 3D contest: Winner was Henry County (a $100
donation will be made on their behalf), participants were Rock Island County,
Marshall County, Putnam County, Stark County, and Effingham County. This
conference they held their 2nd annual carnival, which was successful
in raising money and awarding prizes. Their next meeting is June 22, 2005, at
Starved Rock.
Victim Concerns
Committee: Ron Elias, McHenry County, announced they had a small
meeting at this conference to support Victim Rights week.
