2003 Spring Conference

April 16, 2003

 

Ø      President Van Dyke called the meeting to order at approximately 9:00 a.m.

 

Ø      President Van Dyke asked for a motion to accept the Business meeting Minutes from the 2002 Fall Conference that was held in DuPage County.  Phil Daling of McHenry County, seconded by John Vargas of Sangamon County, made motion to accept the minutes.  Members approved motion.

 

Ø      Ed Swies, Co-chair of the Golf Outing announced this year’s winners were from Adams County (Mike Hancox, Frank Calkins, Bill Gay, and Chuck Otte). 

 

Ø      President Van Dyke presented checks in the amount of $160 each to two Sangamon County charities, St. John’s Bread Line and the Youth Service Bureau.  Representatives of these agencies thanked the members of the Association for this contribution.

 

Ø      President Van Dyke presented plaques to Sangamon County Adult and Juvenile Probation to thank them for being hosts of the conference. 

 

Ø      Michael Hughes, Treasurer, gave a brief report that we have approximately $115,000 at this time.  He also reported that the Association website was being improved and encouraged members to participate in working on the website if they are interested.

 

Ø      Sid DeLair, of the 18th Judicial Circuit, was introduced as the newly elected Chairperson of the CMO Committee.  He reported that DNA kits are available by contacting Karen Kucharik, of the Illinois State Police, at (217) 782-4975.

 

Ø      President Van Dyke recognized the Program Committee and the Resource Committee for their work on the conference.

 

Ø      Ed Swies, Chairperson of the Nomination/Election Committee, called for nominations for the positions of Treasurer, Secretary, Region I Representative, and Region III Representative.  Ed Walsh, of Cook County, seconded by Jody Blair and Sid DeLair, of the 18th Circuit nominated Sandra DeNicholas, of the 18th Circuit for Secretary.  Mary Nadolny, of Cook County, seconded by Linda Bravo, of Cook County and Carol Moss of Cook County, nominated Ed Swies for Region I Representative.  No nominations were received for Treasurer or Region III Representative.  Ed Swies encouraged members to contact him if they are interested in running for office.

 

Ø      John McCabe, Lobbyist for the Association, announced that the IPCSA sponsored Cubs game is April 23, 2003 vs. the Padres.  The tickets cost $4.  He also presented the Legislative Committee report.  Public safety remains the Governor’s priority.  There are four bills being worked on by the Legislative Committee:  One that proposes a fee being collected to offset costs of retrieving offenders through Interstate Compact, one that increases the probation fees to $50 with a statewide needs assessment, and fees for those under community supervision, and Bill 14-58 that clarifies Probation Officers as Peace Officers.  Also Bill 14-15, which calls for the removal of truants from Juvenile Court Authority, was amended to say that detention centers must have room for truants.  So, instead of supporting this bill, we are opposing it.

 

Ø      Frank Morelli, Representative Chairperson, reported that there are 16 active committees within the Association, with over 200 members involved.  He announced the approval of the Day/Evening Reporting Center Committee.  Ben Manley, of Sangamon County and Chairperson of this committee, presented the committees goals and plans.  Motion by Ed Swies, of Cook County, seconded by Ryan Kilduff, of McLean County, to approve this committee.  Motion carried.

 

Ø      Sandra DeNicholas, Chairperson of the Awards Committee, reported that the committee meets one time/year to review nominations.  Encouraged members to participate in Awards process and on committee.  Nomination forms will be sent to all members in June and the meeting will be scheduled in August.

 

Ø      Sharon Lawrence, of Lake County and the Public Service Committee, thanked the Board and stated that the committee is working on developing a training for the Fall Conference.

 

Ø      Linda Hart, Co-chairperson of the Domestic Violence Committee, reported that they sponsored a workshop during the Spring 2003 Conference and are planning on developing two articles for the newsletter.

 

Ø      Tony Davis, Co-chairperson of the Gender Responsive Committee, reported that their first meeting of 10 persons was held on Monday, April 14, 2003.  They discussed trainings for the next conference and throughout the year.  They are also working on ways to promote Women’s History Month.  The next meeting is July 18, 2003.

 

Ø      Nichole Deppe, Co-chairperson of the Membership Committee, reported that there are 15 active members of their committee.  They continue to work on the student sponsorship program that allows students to attend the conference.  The membership application has been updated and they are trying to develop a video about our Association.  The next meeting is July 25, 2003, in Bloomington, Illinois.

 

Ø      Jody Blair, Co-chairperson of the Program Committee, thanked everyone for attending the conference and thanked the host county for their hospitality and help.  She encouraged members to contact her with training ideas.

 

Ø      John Owens, Co-chairperson of the Resource Committee, reported that they gave 50 Cubs tickets to the vendors and thanked the vendors for supporting our Association.

 

Ø      Joe Howe, of Tazwell County and the Sex Offender Committee, reported that they have finalized trainers for the Fall Conference and are working on developing training for the Spring 2004 Conference.  An article in the newsletter is forthcoming.  There is a training 5/14-15 in Bloomington on Juvenile sex offenders and offenders on the Internet, and a training in 10/03 in St. Louis (the ATSA Conference).

 

Ø      Tracy Burke, Co-chairperson of the Substance Abuse Committee, reported that SADD was their chosen charity.  She presented certificates to the participants of the 4th annual 3D month contest (Henry County, Rock Island County, Putnam County, Fayette County, and the winner, Effingham County).  $100 goes to the winner’s charity of choice.

 

Ø      Ron Elias, Co-chairperson of the Victim’s Committee, reported that they are planning a training for the Fall Conference on VIP and Retail Theft.  They are corresponding with the Attorney General’s Office as well, and developed a Victim Resource Directory.

 

Ø      President Van Dyke announced that the Fall Conference will be held in Peoria, Illinois, September 10-12.  She thanked those CMO’s who continue to support the Association by sending members to the conferences.  Please contact President Van Dyke if your county is interested in hosting a conference. 

 

Ø      No old or new business.

 

Ø      Motion by Phil Daling, of McHenry County, seconded by Don Johnson, of the 18th Circuit, to adjourn.  Motion carried.
