IPCSA Business Meeting
April 28, 2006

Call to Order: President Torchia called meeting to order at 8:53 a.m.
President’s Message:
President Torchia thanked Sangamon County staff for all their efforts as the host, Director Cobbs and the AOIC Staff, the CMO’s for their attendance, and special thanks were directed to IPCSA’s Program and Resource committees for all their efforts.
President Torchia advised that Sandra DeNicholas had resigned her position with DuPage County and as Secretary for IPCSA as she accepted a position with Federal Probation in Chicago. President Torchia and the Board wished Sandra well. As approved by the Board, President Torchia reported that Kim Becker of Lee County was appointed to fill the Board’s position of Secretary.
Meeting Minutes: Motion made by Mike Hughes of Coles County to approve Fall 2005 Business Meeting minutes. Seconded by Phil Dailing of McHenry County. Motion carried.
Charity Contribution: $750.00 was donated to the American Red Cross to defray the cost of damages done by recent tornados that touched down in the Sangamon County area.
Golf Outing: Presented by Ed Swies. The outing was held at Edgewood Golf Course in Springfield and 38 golfers participated. The winning team of Joe Howe, John Horan, John Hennesey, and Marc Rabb were from Tazewell County. Ed Walsh and Marc Rabb won the Longest Drive Contest and Joe Howe and Jennifer Straight won the Closest to the Pin Contest. The next golf outing is being planned for Spring 2007 in Bloomington.
IPCSA Website: President Torchia reminded the membership that the IPCSA Website continues to offer valuable information. He encouraged our members to review and visit the site, www.ipcsa.org.
President Torchia reported that the APPA Conference will be in Chicago, IL, from July 23-26, 2006 and encouraged our membership to attend. IPCSA’s Fall 2006 Conference will be in Peoria, IL, from October 18-20, 2006.
Future Conferences: President-Elect DeLair reported that the following Conference dates and locations are proposed:
Spring 2007 Bloomington, IL
Fall 2007 TBA
Spring 2008 Springfield, IL
Fall 2007 DuPage County
Treasurer Report: Given by Mike Carey. Mr. Carey reported that this was the largest, attended conference, with the exception of Chicago, in the past four years. Carey advised that IPCSA assets total approximately $75,000.00.
Legislative Issues:
Presented by John McCabe. He presented information to the membership discussing possible federal funding (Title 4E) available to defray the costs of juvenile placement costs. McCabe advised that this year’s budget includes a 3% increase for Probation and Court Services while many other state agencies had their budgets cut. He noted activity regarding Sex Offender legislation where juveniles listed to the adult registry once they have reached adulthood is not an automatic process. He also referenced amendments to Juvenile Interstate Compact Policies as well as SB 2197 regarding truancy issues and the need for Regional Superintendents to establish truancy program and services.
Committee Reports:
Awards Committee: Mary Nadolny and Dave Beery named as co-chairs of the committee. Dave Beery requested that all nominations be made by 7-31-06. Beery advised that additional information would be included in future mailings and available on our website.
CMO Committee: Presented by Kim Becker. Ms. Becker announced that Vince Murphy would be stepping down from his position as co-chair. Anyone interested in co-chairing that committee was to contact Kim Becker. Phil Dailing of McHenry County reported on the outcome of the survey they conducted with detention center staff in regards to the legislation that was introduced on raising the age of delinquency from 17 to 18. After considerable discussion, the committee will work with John McCabe to further research the issue and the matter of impact when the issue arises again next year.
Detention/JDAI Committee:
Presented by Mike Carey. Most discussion at the committee meeting focused on JDAI and its initiatives. Members were encouraged to work collaboratively with JDAI and DHS as DHS has services available when the youth doesn’t meet criteria for detention. SB 458 was discussed. Their committee had shared correspondence with Senator Cullerton and she indicated that she’d be glad to hear from juvenile detention administrators regarding how passage of the bill would impact our facilities and operations. AOIC is currently evaluating their curriculum for Detention Basic Training. Additionally, detention administrators agreed to network with one another as in-county trainings were planned.
President Torchia shared with the membership that the Detention Committee was being re-named the JDAI/ Detention Committee in an attempt to push this issue more to the forefront.
Pre-Trial Committee: Presented by Mike Carey. The committee, in conjunction with AOIC, has finalized and approved a statewide Survey of Illinois Pretrial Programs. It will collect basic information about pretrial programs throughout the State. It is hoped that this information will help in the planning of future workshops for upcoming conferences. The next meeting will be set in late June to primarily discuss the survey results.
Domestic Violence Committee: Presented by Linda Hart. Their meeting focused on recruiting additional members and encouraged review of the website for their next meeting date and location. Their committee sponsored a workshop on Tools for the LSI-R and they hoped to continue to develop and sponsor workshops related to their field at future conferences.
Gender Responsive Committee:
Ava Carpenter-McPike advised that six members were able to attend their Wednesday morning meeting. They created a brochure describing their committee and goals and a resource book for women. They held a craft sale during the conference and raised $164.00 that was donated to the PORA Foundation of Springfield. Their next meeting is scheduled for 6-16-06 in Bloomington.
Membership Committee: Presented by Joe Howe. Their focus continues to be retaining the current membership while recruiting new membership. Co-Chair Nichole Deppe of Madison County announced that she was stepping down as Co-Chair. Mr. Howe suggested that anyone interested in joining their committee can contact himself or committee members for additional information.
Sex Offender Committee:
Presented by Joe Howe. Their committee discussed recent legislation that extends exclusion ranges from 500 feet to 2000 feet. Future training opportunities were shared with their members, which included sessions at the upcoming APPA Conference in Chicago. Howe advised that they hoped to have additional training CD’s available soon. Their next meeting date and location is to be announced.
Election Committee: Presented by Frank Morelli. He advised that the positions of Region II Representative, Statewide Representative, and President-Elect were up for election at the Fall Conference. Nominations from the floor were taken. Christine Actipes of Cook County nominated Ken Burn of Whiteside County for Region II Representative. Ed Swies of Cook County nominated David Beery of DeWitt County for Statewide Representative. There were no nominations for the position of President-Elect.
Program Committee: Presented by Jody Blair. She offered special thanks to Sangamon County for acting as host for our conference. Their service and efforts were very much appreciated. Plans for the Fall Conference will begin next week. She encouraged all interested members to contact herself or Sarah Spang for more information about joining their committee.
Resource Committee: Presented by John Owens. John indicated that there were 28 vendors at the conference and hoped to see the membership and the venders in Peoria in the fall.
Substance Abuse Committee: Presented by Tracy Burke. Eleven counties participated in the 3D Month Contest held every December. All counties that participated received certificates. The winner of $100.00 donated to a charity of their choice went to Morgan County. Tracy thanked the members for all the support of their contest and of their carnival which also donated money that support local charities. Their next meeting is scheduled for 6-16-06 at 11:00a.m. at Starved Rock.
Technology Committee:
Presented by Jennifer Sullivan. Jennifer offered thanks to member Jack Rillie for developing handouts offered to the membership. Jennifer advised that their committee is newly formed and they are actively recruiting new members. Please contact her or John Becker if interested.
Victim Issues Committee:
Presented by Dan Smith. Dan offered his congratulations to Sally Wolfe as she accepted a new position as a resource consultant for BARJ throughout the State. Dan advised that there were moving of funds with respect to the Illinois Criminal Victim’s funds which was concerning. Dan encouraged us to write our legislators. Dan encouraged us all to meet with and listen to our victims as we continue to perform our duties.
