2003 Fall Conference

  • President Van Dyke welcomed conference participants to the business meeting at 8:57 a.m.
  • Motion by John Bentley, DuPage County, seconded by Don Johnson, DuPage County, to approve the business meeting minutes from April 16, 2003.  Motion carried.
  • Treasurer report given by Michael Hughes indicates our balance is estimated at $106,473.00.  Hughes thanked his counties for supporting him while he served on the board.  President Van Dyke presented him with a clock to thank him for his work on the board.
  • President Van Dyke thanked Kara Grove and Steve Kossman, Peoria County, for their help with the conference.  Kara Grove, Peoria County, thanked individual staff that helped out as well.
  • Elections:  Frank Morelli, Lake County, introduced Lori Long, Macon County, who was appointed Region II Representative.  Sandra DeNicholas, DuPage County, was elected Secretary; Edward Swies, Cook County, was elected Region I Representative; Michael Bruner, Sangamon County, was elected Region III Representative and Michael Carey, Champaign County, was elected Treasurer.  All winners introduced themselves and thanked everyone for their support.  The positions of Region II Representative, Statewide Representative and President-Elect are up for election next year (2004).
  • Legislative Report given by John McCabe:  Probation was able to maintain the same funding as last year as opposed to taking a loss, Bill 1458 defines Probation Officer as Peace Officer and clarifies the conditions under which an officer can carry a weapon, and Bill 1451 increased Probation fees to $50, taking the offenders ability to pay in consideration.  The Chief Judge would form a committee to investigate this.  Bill 3556 SOM bill—we are supporting the Governor’s veto of this bill.  Lifetime supervision of sex offenders is a costly initiative. 
  • President Van Dyke thanked John McCabe for his advocacy.
  • Gary Balgemann, Victim Services Committee, announced six new members joined this committee recently, making the total member count 24.  They share information regarding what different counties are doing in regards to victim concerns.  Several members of this committee will attend a Balanced and Restorative Justice summit in two weeks.
  • Tracy Burke, Substance Abuse Committee, announced the winner of the 3D contest won $100 donation, which went to Prevention Theatre in Effingham County.  This year’s entries are due March 1, 2004.  Half of the proceeds from the silent auction were donated to the Alliance Against Intoxicated Motorists.  The committee’s next meeting is at ISU on 12/3/03.
  • The car dealership where Kenny Bizosky (previous Peoria County PO) now works donated the use of a Hummer for one week.  The money raised, which was $656, was donated to the Center for the Prevention of Abuse.  Joe Cleary was the winner.
  • Ruth Ann Fought, from the Center for the Prevention of Abuse, received an additional $500 from the raffle, which made the total donation $1156.
  • Jerry Cobetto, Sex Offender Committee, reported information on the committee’s work on House Bills 3556 and 3555, in regards to lifetime probation, which they believe will be very costly.  He announced upcoming trainings:  11/14/03 in Lake County and the ATSA conference.  The committee’s next meeting is on 1/16/03 at 10 a.m. in the Bone Student Center at ISU.
  • John Owens, Resource Committee, thanked the 21 vendors that participated in the conference.
  • Jody Blair, Program Committee, thanked everyone for coming to the conference and thanked the committee for their hard work.  She also thanked the co-chair, Sarah Spang, and Peoria County employees who supported them.  She is open to feedback about the conference.
  • Ken Burn, Membership Committee, discussed the New Member/Committee Orientation Reception, which was a great way to introduce the Exec. Board and Committee Chairs to the new members.  Rosecrance was the sponsor of that event.  Two interns participated in the conference on Wednesday.  The committee is working on a promotional video.
  • Tony Davis, Gender Responsive Committee, discussed future training ideas.  They plan to celebrate Women History Month during the Spring Conference.  The next meeting is 11/7/03 in Bloomington.
  • Steve Kossman, Detention Committee, announced the committee is seeking new leadership.
  • Ben Manley, Day/Evening Reporting Center Committee, announced they are establishing an Internet webpage.  Currently, there are 44 people on the email list.  They plan to send a questionnaire to aid in developing a database about programs around the state.
  • Jody Leiby, Public Service Committee, reported the committee is focusing on networking with other public service coordinators.  They plan on developing a workshop for the Spring Conference.
  • Sid DeLair, CMO Committee, announced the Association Directory may be available electronically rather than printed.  A few hard copies will be made available to counties.  The spring ’04 conference will be held in Springfield, and fall ’04 in Chicago, which may be co-sponsored by the ICCA.  The ICCA conference this year is being held in Indianapolis.  Illinois is a finalist in the NIC and CJI initiative.  The Probation Managers seminar is December 4, 5, 2003 in SpringfieldAllen Nance, DuPage County, is our representative on the Integrated Justice Information Systems committee.  Sid DeLair, DuPage County, is participating on a committee aimed at developing appropriate policies that follow HIPAA requirements.  Michael Torchia, Sangamon County, is participating on a committee that is looking at the possibility of developing statewide guidelines for intrastate business.
  • Sandra DeNicholas, Awards Committee, thanked everyone for participating in this year’s awards process and encouraged smaller counties to become involved next year.

Þ    The Directories will be distributed in 2004 on disc with some hard copies to counties. 

Þ    Membership renewal letters will go out in October.  The membership year is Jan. 1 through Dec. 31.
