Spring Conference

April 20, 2007

Bloomington, Illinois

Call to Order: President Delair called meeting to order at 8:55a.m.

President’s Message: President Delair expressed his appreciation to the Executive Board for their hard work and acknowledged and thanked Carol Gierut for her work behind the scenes as the association executive assistant. He recognized Jody Blair, Sara Spang and the Program committee for their hard work on putting the conference together. He thanked the staff of Mclean County for their outstanding work in hosting the conference and presented a plaque of appreciation to Roxanne Castleman who accepted on behalf of Mclean County. He thanked the CMO’s for sending staff to the conference. This is an organization to proud of. He expressed that we need to increase membership to the organization and encourage other CMO’s and staff to join. A special thanks was extended to John Owens and Margie Gilmore in their efforts in securing vendors for the conference. 

Everyone was encouraged to send in the printed card in their packet to their Legislator in favor of passing the proposed SLEP Bill. Thanks were expressed to the hotel staff for their service for the conference. We had 325 registered participants for the Spring Conference. President Delair presented Mike Torchia a gift in appreciation and sincere gratitude for his service as president of our association. A proclamation from the Governor declaring April 20, 2007 as Probation Officers Day in Illinois was read by President Delair. The winner was picked for the Vendor Signature Cards. Winners were Bill Warnell, Sara Broyles, Jen Sullivan, and Joe Cleary. 

Approval of Minutes: Motion made by Rick Einfeldt from the 21st Circuit and seconded by Phil Dailing from McHenry County to approve the Fall Conference 2007 Business meeting minutes; motion carried. 

Charity Contribution: Roxanne Castleman presented a $500.00 check to Project OZ and Crime Stoppers of McLean County. President Delair presented Mike Hancox a $750.00 donation to the Frank Caulkins benefit from the profits of the Cubs Tickets sold. 

Golf Outing Report

President Delair reported that 52 people participated in the golf outing at Ironwood. Steven Kossman received the award for lowest score. Thanks were expressed to Ironwood Golf Course and Ed Sweis.

IPCSA Website: President Delair encourage everyone to register their e-mail on the website to receive ongoing information from the association. 

Future Conferences: The Fall Conference will take place October 17 – 19, 2007 in

Collinsville, Illinois

Treasurer Report: Mike Carey advised the membership that IPCSA assets total approximately $62,000.00. 

COMMITTEE REPORTS

Mike Torchia, Representative Chair, thanked CMO’s for allowing staff to participate on committees. He thanked both Ron Elias and Gary Balegemann Co-chairs of the Victim Committee, Nicole Depke, chairman of the membership committee, and Ben Manley, chairman from the Evening reporting committee for their service as chairs of their committees. They will be stepping down from their positions. 

Awards Committee:  Presented by Dave Beery, Co-Chair. They will be taking

nominations for Awards this summer. Nominations need to be submitted to the

committee by August 15, 2007.

CMO Committee: Presented by Greg Martin, Co-Chair. He expressed appreciation to CMO’s for the great turnout at the meeting. The committee went over the proposed HB to change the age of delinquency. A lot of discussion was on the fiscal impact the bill will have on departments. There was also discussion on the proposed SLEP bill. 

Margie Groot gave the AOIC report. She commented on the favorable report from Judge Thomas supporting an 8% increase for the 2008 budget for the Probation Division. This is the biggest increase in many years. 4E monies were also discussed. This is another possible revenue stream for juvenile services. A report from our lobbyist, John McCabe, and Justice Benefits Incorporated expressed hope that the legislators will add additional funding to the budget to open up the opportunity for more counties to begin the process of collecting 4E funding.

Detention/JDAI Committee: Presented by Sue Korpai, Co-Chair.

The committee had a meeting in Lake County on March 1st with a good representation of members present. More counties are expressing interest in partnering with the JDAI Initiative. The committee discussed training topics to provide at the Fall Conference. They also spoke on legislative issues related to detention. There will be a JDAI statewide conference in the Fall sponsored by the JDAI partners group. The next meeting will be in June or July in Sangamon. 

Domestic Violence Committee: Presented by Linda Hart. The committee has developed a statewide brochure that will be distributed. There was discussion about training topics for the Fall Conference. The committee spent time in looking at DV specialized tools to use in conjunction with the LSI-R. New co-chair of the committee will be Boyd Presley.

Gender Responsive Committee: Presented by Melissa Spooner. The committee held a craft show at this conference and donated $166.00 to the YWCA of Mclean County to benefit Stepping Stone from their proceeds. 

Legislative Report: Presented by John McCabe. The study has been completed on evaluating the fiscal impact from HB 1517/1518 which raises the age of delinquency. The study showed that caseloads will rise by a 1/3 and will cost approximately 44 million dollars. This increase does include staff but not new detention bed space. The Supreme Court Budget for Probation at this time is including a 4% Cost of Living increase and a 4% increase to catch up from previous years for probation. Mr. McCabe expressed his appreciation to Judge Thomas for his comments on probation when presenting the budget to the legislature. The comments have been posted on the website. Juvenile Interstate Compact has passed the Senate. The hope is to raise appropriations to increase more counties to begin using 4E funding which is no strings attached federal funding for juvenile services. Spoke briefly on the proposed SLEP bill and encouraged everyone to contact their Legislators and Madigan’s office especially those departments that have unions. He encouraged everyone in general to speak with their legislators about the bills that will effect our profession. 

Membership Committee: Presented by Christine Actipes. Membership has increased for the association. The committee is working on a video that will be presented at all basic trainings provided by AOIC to recruit new members. She stated that the committee is in need of new members.

Nomination/Election Committee: Presented by Frank Morelli. Nominations were opened up on the floor for the following:

Secretary – No nominations

Treasurer – Nicole Tenison of McClean County was nominated by Andy Sasna of Lake County

Region 1 Representative – Mary Nadolny of Cook County was nominated by Rollie Thomas of Adams County

Region 3 Representative – Todd Dillard of Morgan County was nominated by Kathy Rubinkowski of Sangamon County

Pre-Trial Committee: Presented by Anita Maxey, co-chair. Membership is growing. The committee is currently evaluating the surveys that were sent out by AOIC. The results of the survey will help in the development of training. 

Program Committee: Presented by Jodi Blair. She thanked her committee for all the help at this conference and the hotel for their service. She expressed praise and thanks to McLean County for hosting and doing a fantastic job on the conference. The committee is always looking for new ideas for training. Please contact a committee member with any suggestions. She hopes to see everyone in Collinsville. 

Resource Committee: Presented by John Owens. There were 28 Vendors at this conference and he expressed his thanks to all of them. 

Specialized Sex Offender Committee: Presented by Steve Goytia. 14 members attended the meeting. The committee discussed the House and Senate bills that are pending that could affect sex offenders. Those bills included increased reporting for sex offenders, increasing the distance sex offenders can live by schools, parks, and day care facilities, and juvenile registration. With juvenile registration they also discussed how juvenile courts are dealing with sex offenders cases because of the juvenile registration. The Adam Walsh Act which sets new Federal Sex Offender Registration Standards to be implemented by July 2009 in all states was discussed. The image scan workshop put on by the FBI went well and the committee is looking at repeating it again at the Fall Conference in Collinsville as well as a workshop dealing with both female and male juvenile sex offenders and how families are handling it. The next meeting will be at the Fall Conference. 

Substance Abuse Committee: Presented by Tracy Burke-Carriere, co-chair. She expressed thanks to all members of the committee for their continued hard work and dedication to promote the goals, provide information distribution, interagency cooperation, and workshop development. In addition to their information handout table the committee sponsored two workshops at this conference, Meth addicts and Scare Tatics. They are in the process of developing workshops for the Fall Conference. Please contact Judi Nystrom at AOIC or Tracy with any suggestions for topics. They will again have their silent auction at the Fall Conference. With April being Alcohol Awareness Month a Quiz was given at their table at this conference. For everyone who participated, there name was entered in a drawing. There next meeting will be Friday, June 22, 2007 at St. Rock State park for a cookout and Wednesday, August 15, 2007 at Chestnut Health Systems in Bloomington. 

Technology Committee: Presented by Jen Sullivan. They have been able to recruit a few members and are looking for more to join. They are planning for a presentation on GPS tracking of offenders for the Fall Conference. 

Victims Concerns Committee: Presented by Sharon Lawerence. Dan Smith has been named as the new co-chair. She also announced that next week, April 22 – 28, 2007 is National Victim Crimes Witness Week. 

Old Business: None

New Business: President Delair requested that Evaluations in the packet be filled out and returned. We are interested in what you have to say to improve future conferences. 

He also announced that Ron Schaffer of St. Clair County will be retiring after 31 years of service with the last 17 years as their CMO. The association wishes him the best.

Motion to adjourned at 10:10 am by Bob Ceasar of Lake County and seconded by Christine Actipes from Cook County. Motion Carried.
