2004 Meeting Minutes

The committee opened with the discussion of more proposed legislation in Illinois pertaining to the monitoring of sexual offenders. Of the nine (9) bills, *(House Bill) HB 2067 and (Senate Bill) SB 2067 drew the most discussion.

HB2067: Eliminates having juveniles adjudicated of sexual offenses from registering as adults upon their seventh (17th) birthday. This bill would also give Judges the authority to decide what juvenile sex offender must register and for how long. Pending

SB2960: Amends the current 500- foot laws pertaining to child sex offenders to 1000 feet. Pending

*Legislative updates are synopsis of the completed language. It is suggested that prior to taking action against an offender based upon this report that the statute be reviewed in its entirety. Confirmation of any of the above is available from the ATG’s Office.

The Sex Offender Committee will be involved in a collaborative effort with the Technology Committee for the 2006 Fall Conference workshop presentation. The effort is designed to show how sex offenders use technology to find and lure victims.

Request for Court Orders:

Many jurisdictions have asked for help designing sex offender court orders. Some of you have already done this. It would be of great help if you would fax or email copies of either the court orders or the special conditions forms that you are currently using. We have already received court orders or special conditions from the eighteenth (18th), nineteenth (19) and twenty-first (21st) Judicial Circuits. If you are interested in receiving or sending copies contact Steve Goytia at sgoytia@K3county.net or fax (815) 937-8508.

The next committee meeting is tentatively scheduled for June 23, 2006 @ 10:00 am at the Bone Student Center (Prairie Room) on the campus of ISU in Normal, IL.
