1. The meeting was called to order by Co-chair Scott Summers at 10:10 A.M.
Introductions and announcements were made.
2. The first topic of discussion was the status of legislation in Illinois
in regard to the supervision of sexual offenders. Attendees were referred to
the Legislative committee report in the last Outlook and several of the new laws
were briefly discussed.
Changes in the SOMB statute

Allows for the courts to designate an offense as sexually motivated and require
sex offender evaluation and treatment even when convicted of a lesser charge.
·
Extends the PSI completion date from 30 days to 60 days.
·
Extends the sentencing date on sex offenses from 45 to 65 days from the date of
conviction.
·
PSI's are not required when the sentence is automatic to the Department of
Corrections.
·
There was discussion of initiating our own legislation for a Sexual Battery
charge at the misdemeanor level with no registration requirement. This will
address the problem of accurately recording the motivation for the offense in
the permanent record (LEADS etc.)

New laws:
·
Probation Officers must verify the registration of sex offenders within 15 days
of sentencing. Officers must file a PTR request immediately after determining
an offender has failed to register and offender photos must be updated annually.

It is unlawful to photograph or video individuals without their knowledge or
consent.

Cara Smith from the ATG's office clarified that
the SOMB rule for evaluators to meet standards and guidelines still applies,
however in Sexually Violent Persons proceedings the defense can pick evaluators
not on the approved list. This only applies in SVP cases.
3. Workshops for the next conference were discussed. Topics include, school
safety plans, Juvenile Standards and Guidelines, Polygraph, What makes a good
sex offender therapist, and Current research about assessment and treatment of
sexual offenders. It was agreed that if there is enough progress on
Juvenile Guidelines and Standards at the
SOMB that we should devote the workshop time to that topic. Scott will follow
up with the SOMB, the second choice was School Safety Plans, followed by
polygraph.
4. Cara Smith reported that the SOMB has received a CJIA grant to provide
subsidy for evaluation and treatment. The SOMB has yet to determine how that
money will be dispersed. She also reported that the current grant is extended
for 6 months after the January deadline so Pilot Projects can still take
advantage of the polygraph subsidy.
5. Request for Court orders: Many
jurisdictions have asked for help designing sex offender court orders. Some of
you have already done this. It would be of great help if you would fax or
e-mail copies of either the court orders or the special conditions forms that
